Context
Planning and permit applications moved through email, shared folders, and tribal knowledge of which checks applied to which parcels. GIS existed, but compliance rules were not executable in the workflow.
The municipality needed technology that encoded routing and review rules, kept spatial context attached to each case, and produced an auditable record of decisions.
